CBP Announces New Tool for Processing IEEPA Tariff Refunds

Court Orders Refunds for IEEPA Tariffs; Implementation Process Ongoing

Following recent developments related to refunds of tariffs imposed under the International Emergency Economic Powers Act (IEEPA), The Toy Association™ shared updated refund guidance with members via email on March 13. The document outlines the latest information available on the evolving refund process and steps companies may need to take.

As part of these developments, U.S. Customs and Border Protection (CBP) announced that it is developing a new portal within the Automated Commercial Environment (ACE) called the Consolidated Administration and Processing of Entries (CAPE) portal. The system is expected to support the administration and processing of tariff refunds as implementation moves forward.

On March 4, the U.S. Court of International Trade issued an order requiring refunds to importers of goods whose entries were subject to tariffs imposed under the International Emergency Economic Powers Act (IEEPA).
