Two New State EPR Bills Await Governor Signatures
May 7, 2025 | Two new extended producer responsibility (EPR) bills for packaging are set to become law following successful passage in their respective state legislatures this April.
In Maryland, SB 901 — introduced by Senator Malcolm Augustine — has cleared both legislative chambers and now awaits the signature of Governor Wes Moore. Similarly, Washington State’s SB 5284, sponsored by Senator Liz Lovelett and Representative Liz Berry, is awaiting approval from Governor Bob Ferguson.
If signed, these laws would make Maryland the sixth state and Washington the seventh to adopt packaging EPR legislation aimed at shifting packaging waste management responsibilities to producers.
The Toy Association is closely monitoring developments and will provide additional guidance as implementation details become available. The Association is also hosting an EPR webinar on May 28; more information and registration details will be available in the coming week.
